The NPH Action Fund powers local, regional, and state campaigns to win bold housing policy solutions at the ballot box. Over the past decade, the Action Fund has supported campaigns that have collectively won billions of dollars for affordable homes. Our victories demonstrate what is possible when Bay Area residents show up for housing solutions and invest in the future of our region.
Through strong coalitions and steadfast organizing, we are building the political power of the affordable housing movement at every level. In 2026, the Action Fund will continue to support state and local revenue measures. This work will unlock resources needed to produce and preserve tens of thousands of affordable homes in the Bay Area. - $2 billion total investment after galvanizing 11,000 voters living in affordable housing
2018

- NPH supported efforts that led to voters approving $490 million in San Francisco (Prop C), Berkeley (Measure O & Measure P), Emeryville (Measure C), Santa Clara County (Measure A), and Napa County (TOT Measures)
Statewide …
- Voters approved $6 billion for affordable housing via Proposition 1 & Proposition 2. NPH was proud to organize the Bay Area coalition, which went on to win 64% (Prop 1) and 70% (Prop 2) at the polls.
- Increased affordable housing registration voter registration by 15% with voter activation in 7 different languages
2019
- San Francisco voters approved a local general obligation bond that raises $600 million for affordable housing development, preservation, and rehabilitation (Proposition A)
2022
In Oakland, Measure U passed with an overwhelming 75% majority. The bond generates $850 million for affordable housing, street infrastructure and fire station repairs.
2024
- Proposition 1 (statewide) will refocus billions of dollars in existing funds to prioritize Californians with the deepest mental health needs, living in encampments, or suffering the worst substance use issues. In particular, Prop 1 will expand mental health and addiction services for tens of thousands of Californians each year; create housing settings (Permanent Supportive Housing) where over 11,000 Californians with the most severe mental health needs can live, recover, stabilize and thrive; and provide $1 billion to ensure our veterans experiencing homelessness, mental health and substance abuse issues are given the care they deserve. Prop 1 passed in March 2024 with 50.2% of voters’ support.
- Proposition A in San Francisco will raise $300 million for new construction and maintenance of existing affordable housing. The bond passed in March 2024 with over 70% of voters’ support.
- Proposition G dedicated funds to extremely low-income households living in affordable housing in San Francisco. Passing with over 58% of the vote in November 2024, the measure generates $4 million annually with up to a 3% increase each year.
